Elon Musk’s Starlink Has Applied for License to Operate in Pakistan: IT Minister
In a bid to enhance internet connectivity across Pakistan, two major satellite firms, Elon Musk’s Starlink and Chinese company Shanghai Spacecom, have applied for licenses to operate within the country. The news was confirmed by Pakistan’s State Minister for IT and Telecommunication, Shaza Fatima Khawaja, on December 24, 2024. The applications are currently under review by the Pakistan Telecommunication Authority (PTA).
Regulatory Process
Both Starlink and Shanghai Spacecom are required to partner with local entities to comply with Pakistan’s regulatory framework. The PTA is conducting a thorough review of the applications through its Online Application Submission Information System (OASIS). This system ensures that the proposed services meet the country’s stringent service quality regulations.

If approved, the satellite-based services from Starlink and Shanghai Spacecom could significantly improve internet access, particularly in Pakistan’s remote and underserved areas.
